Who We Are

The Cheshire and Warrington Leaders Board is comprised of the elected Leaders representing the four Local Authorities, (Cheshire West and Chester; Cheshire East; Warrington; and Halton) joined by the Chairs, or their equivalents, from Cheshire Fire and Rescue Service, Cheshire Constabulary, Cheshire Probation Trust, NHS England Area Team, the Local Enterprise Partnership (LEP) the Police and Crime Commissioner.

Collectively, the Board is an ambitious group of strategic commissioners of public services with responsibility for driving forward sub-regional priorities and identifying opportunities for greater collaboration, working towards a shared vision as outlined below:

‘Cheshire and Warrington: The most diverse, forward looking, high performing economy in the UK, where the modern and traditional come together to create the best place to invest, live, work and visit’

The Board is focussed on achieving this vision by accelerating economic growth and being exemplars for public sector reform. The Economic Prosperity Board provides the link between the LEP and the Leaders Board in order to further support growth in the Sub Region and improve residents' quality of life.   • Gaining international and national recognition as an economic force, with excellence in Advanced Manufacturing; Financial Services; Life Science; Chemical Industies; and Energy and the Environment
  • Promoting an inclusive, fair and tolerant society in which all of our people have a real stake and make an active contribution to ‘best place’
  • Being at the forefront of public sector reform, creating new delivery models that are efficient and effective, and which place local people at the heart of service delivery
  • Demonstrating a new model of collaborative leadership in which the public and private sector work together seamlessly and tirelessly to deliver excellence  
  • Creating the most investor friendly environment in the UK where everybody recognises the value of economic growth and creates a framework to deliver this 
  • Offering the strongest talent pool in the North with the skills necessary to meet current and future employment needs
  • Achieving an increased net contribution to the economy of 'UK plc'

The Board has a commitment to demonstrate public service reform credentials through a range of project based initiatives, including:

  • Developing a Cheshire & Warrington wide approach to transforming community safety which will improve services, reduce demand, generate efficiencies and offer alternative lifestyle choices
  • Transforming health and social care to integrate provision at local level, offer alternative choices to long term care, manage demographic change, and commission services that are affordable in the long term. 
  • Reducing health disparities by providing highly focussed interventions in line with need.

Responsibility for chairing the Sub-Regional Leaders Board rotates bi-annually and currently sits with Cheshire West and Chester Council: Cllr Samantha Dixon is the current Chair of the Board.
