Health and Wellbeing

Lead Officer: Guy Kilminster, Cheshire East Council

Action is underway

Health services in Cheshire and Warrington are facing increasing challenges. The Sub-Regional Leader’s Board has recognised the scale of transformation required in Health and Wellbeing and has designated this as a key priority for the sub-region.

Change is already underway to develop stronger integrated care and there is an expectation that hospital services will change, reducing bed capacity and shifting the workforce toward integrated community teams. Acute and specialised services will also collaborate further across larger networks of care.

The Leaders Board is supporting work to identify common features that have been put forward in each economy and are nationally reinforced as best practice for high impact change.  A number of work-streams have been identified to tackle some of the challenges and exploit opportunities for learning from other public service changes in local government. Whilst each transformation programme will be tailored to the local context there is also a commitment to support a wider programme of transformation across the sub-region with dedicated resource to ensure a strategic view of health and wellbeing across Cheshire, Warrington, Halton and Wirral.

The Sub-Regional Leaders Board offers the opportunity to:

  • Develop an agreed ambition and description of transformational change in health and social care services; and how we integrate our commissioning to support this
  • Share best practice whilst implementing solutions which meet the local needs
  • Use our commissioning power to develop high quality, sustainable services across the Sub-Region and engage with key providers

Health and Wellbeing Boards have each formulated strategies which are now being developed further through dedicated transformation change programmes that will govern initiatives in each locality. These strategic changes will be integrated and aligned into future strategic plans and the Better Care Fund transfer.

NB: Better Care Fund is a lever for change as it creates an expectation for joint commissioning and pooling of resources to meet the challenge of developing and expanding integrated care. More information can be found here.
